Speech, which can turn neighbor against neighbor, is integral to the commission of atrocity crimes, such as genocide. However, the international law governing the relationship between speech and those crimes is broken.

This project, based on the teaching of Professor Gregory Gordon’s groundbreaking book 'Atrocity Speech Law: Foundation, Fragmentation, Fruition', examines how the law treats speech uttered in connection with atrocities that could be charged as criminal in itself – such as incitement, persecution, instigation, or ordering. And it proposes ways to fix this fragmented body of law, and thereby promote accountability as well the prevention of atrocities in the first place.
